Cactus was a character in the Robert Ludlum novels. He was an elderly black man who made a living producing false passports and other forms of ID.
Cactus met Jason Bourne a few times while he was a CIA operative, designing passports for him. After Bourne's amnesia in The Bourne Identity, Cactus and he became good friends.
